Using Inkscape Filter: Custom Offset Stroke Effect

This filter requires two morphology effects, an offset effect, and two composite effects.
The first morphology would expand the original text, and acts as the cut out for the second morphology effect. This will basically creates some sort of a "hole" that cuts or masks the area that intersect with second morphology effect result.
The second morphology effect then followed by the offset effect so that we can adjust the direction of the offset later.
The first composite effect combines these two morphology effects by taking ouput connections from first morphology and offset effect, and when composite operator is sets to "Out", this will leave the area where both morphology effects were intersect with each other.

The second composite effect is getting first input connection from source graphic (which is the text object), and second connection from composite output, with operator sets to "Over", this would put the first connection over the second connection, in this case the source graphic over the first composite output.
And the final result is we have this offset "partial" stroke effect for our text object. To fine tune the thickness just play with both morphology effects' radius. But with one condition, that is, the first morphology needs to have bigger radius value than the second morphology.
We can also apply this filter to any object other than text. And of course, one may achieve similar result with other filter in inkscape (or path effects maybe?), but I'll leave that to you guys to explore.
